		<description>Liang&#039;s argument could use more clarity and logic but I find myself consistently raising his larger point nowadays - why must ICTfor D / digital access projects always be associated with some noble good..it&#039;s just not realistic e.g. lets give farmers phones so they can check market prices, or build telecentres so that people can look up fertiliser prices...people are the bottom of the pyramid like the &quot;fun&quot; aspects of technology just like everyone else and that&#039;s not a bad thing...no surprise that there is a lot of fretting about things like the failure of telecentres because most people were busy checking email, downloading music, porn, etc...duh!?</description>
